Dear Mr. Vasquez:

Thank you for your letter and recommendations from the National Advisory Council on Migrant Health (Council). I appreciate the Council's efforts in helping the Department of Health and Human Services (HHS) improve access to health care for migrant and seasonal farmworkers and their families.

The Health Resources and Services Administration (HRSA) is committed to ensuring HHS programs appropriately address the provisions of Section 330 of the Public Health Service Act. Training and technical assistance to health centers are vital to ensure their success. The Department will continue to support training and technical assistance services to migrant health grantees, as demonstrated in our recent funding announcement for migrant health support.

The Centers for Medicare & Medicaid Services and HRSA are working very diligently to accelerate the review of the Farmworker Access Study. We are considering the Council's recommendations on the obstacles confronted by farmworkers when accessing health care.

We recognize that the increase in the number of in-house oral health programs is very important to farmworkers. Consistent with the Council's recommendations, Healthy People 2010's goal is to increase the percentage of health centers that have such programs to 75 percent to reduce dental disease among this population.

I appreciate the continuous efforts of the members of the Council in providing valuable recommendations to the Department in addressing the needs of migrant and seasonal farmworkers and their families. I will also provide this response to Mr. Robert Scott, Vice-Chair of the Council.
