One way to assess need is through an objective analysis of the factors impacting access to care for the communities and populations served by health centers. HRSA has developed the Need for Assistance (NFA) Worksheet and Data Resource Guide to assist communities in identifying the unique health disparities and other factors impacting access to care for their communities.
Applicants for the New Access Points in High Poverty Counties funding opportunity must utilize the NFA Worksheet as part of the application. The NFA Data Resource Guide provides direction in completing the Worksheet and assists organizations in identifying data resources that may be helpful in developing this comprehensive analysis of the community's health care needs. As part of the grant application under the New Access Points in High Poverty Counties funding opportunity, the NFA Worksheet will be used to demonstrate the relative need for additional primary health care services. The NFA Worksheet will be scored by the Objective Review Committee as part of the complete assessment of the application. The overall assessment of need will comprise up to 35 points out of 100 total points. Of the possible 35 points for the assessment of need, the NFA Worksheet score will account for up to 25 points with an additional 10 points assigned to the narrative description of need. Applicants are encouraged to self-score the NFA Worksheet prior to submitting an application.
