The Health Center Program: System Help

The processes by which health center grantees administer grants and record program changes are transitioning to the HRSA Electronic Handbooks (EHB). The transition is expected to be completed by January 2009.

On this page:

  • Baseline Scope Verification (BSV), a one-time activity facilitating the transfer of information from past paper applications and other processes into an electronic format. All grantees are being asked to verify their current scope data for this verification.
  • Change in Scope. Change in Scope applications and documentation are now submitted by uploading to EHB; e-mail applications are longer accepted.

 

Baseline Scope Verification (BSV): January 1, 2008 – February 29, 2008

Grantees will enter data on forms 5A and 5C, and verify or correct data pre-populated into form 5B, as well as provide supporting documentation.

Deadline for Completion of BSV

Service Area Competition (SAC) grant applications for the fiscal year (FY) 2009, with project start dates of November 1, 2008 and December 1, 2008, must complete BSV by January 31, 2008.

If a site add/delete/relocation is approved after December 15, 2007, and a Notice of Grant Award confirming approval is received before your BSV submissions, the grantee will be able to add/delete this site during the BSV process.

If a grantee’s BSV submission is not completed by February 29, 2008, the grantee will not be able to submit any future grant applications for new or continued FY 2009 funding (SAC, Budget Period Renewal, New Access Point, etc.).

Change in Scope

EHB/Change in Scope Application Technical Assistance

Change in Scope applications and documentation must be submitted by uploading to EHB; e-mail applications will no longer be accepted.

By Spring 2008, Change in Scope forms will be completed and submitted on-line through EHB.

To be sure you are ready for this change, please be sure your health center is registered in EHB and that your registration has up-to-date information.
