BPHC Technical Assistance (TA)

Technical Assistance (TA) is the provision of advice, assistance, and training to ensure the successful development and operation of primary health care programs.

The Bureau of Primary Health Care has developed partnerships with state, regional and other national organizations to provide:

  • Training and technical assistance on fiscal and program management
  • Operational and administrative support
  • Program development/analysis
  • Primary care/clinical care development and operations
  • Support to meet the needs of special populations
  • Support to develop and implement health and other information technology systems

    The benefits of the BPHC supported TA include:

  • Clear understanding of the program requirements and policies
  • Peer to peer assistance in the development and operation of successful programs
  • Training and advice from experts in resolving issues in administration, management, governance, fiscal, and clinical areas

Federal Tort Claims Act (FTCA)

We are an FQHC covered under FTCA. Where can we locate our 2012 Notice of Deeming Action (NDA)? To access the NDA for your health center via HRSA’s EHB, please follow the steps below:

• Login to HRSA EHBs at https://grants.hrsa.gov/webInternal/Login.asp.

• Choose "View Portfolio" and "Open Grantee Handbook".

• Ensure that you open the H80 Grantee Handbook.

• If you have the required privileges (assigned by the Project Director), you can see a link to the "FTCA Program" under the "Other" section of the H80 Grantee Handbook.

• Choose the "FTCA Program" and select "Work on my FTCA applications".

• Choose the "NDA" link to view the NDA.

• Click on the “Print” button to print the page to a PDF file.

Federal Tort Claims Act (FTCA) Free Clinic

I am a Free Clinic covered under FTCA.  How do I add a provider during the year?  The Free Clinic will need to submit a supplemental application. This application is used to add providers off-cycle throughout the year. For example, if a free clinic brings in a new Nurse Practitioner in March, a supplemental application would need to be filed for that person in order for them to be deemed under the FTCA. Supplemental applications only require a completed supplemental application form and signature page. All applications should be emailed to FreeclinicsFTCA@hrsa.gov. Federally Qualified Health Center Look-Alikes

I do not see my Look-Alike designation in my portfolio, how do I add it? Select “Add to Portfolio” from the left toolbar in the FQHC-LA Home. Fill out the necessary information then select “Request Permission from Project Director”. Once your Project Director grants you permission, you will be able to access the designation portfolio.

 I cannot access submissions in my designation portfolio. How can I gain access? (Ex: UDS Report, Renewal of Designation, or Annual Certification) The Project Director for your organization’s designation portfolio can grant privileges to a user who is registered to the designation portfolio. To update privileges, the Project Director first opens the designation portfolio, and then selects “Allow Other Users from My Organization to Work on this Designation”.

Our Project Director has left the organization. How can I update the Project Director for our designation portfolio? The organization sends a request to FQHCLAL@hrsa.gov that states the name of the new Project Director and the current Project Director as listed in EHB. Organizational information should be included within the request, along with reason for this change.

Before you can apply for Federal funds, your organization needs to complete registration.  Registration can take one month or more to complete.  The following will be needed to complete registration:

  1. DUNS Number
  2. Central Contractor Registry
  3. Grants.gov Registration
