FY 2020 Expanding Capacity for Coronavirus Testing (ECT) Supplemental Funding for Health Centers

Overview

Fiscal year (FY) 2020 Expanding Capacity for Coronavirus Testing (ECT) award provides one-time funding to support health centers to prevent, prepare for, and respond to coronavirus disease 2019 (COVID-19). Specifically, funds may be used for necessary expenses to purchase, administer, and expand capacity for testing to monitor and suppress COVID-19.

HRSA provided approximately $583 million to Health Center Program award recipients. Each ECT award was calculated using the following formula:

  • Base value of $98,329, plus
  • $15 per patient reported in the 2019 Uniform Data System (UDS).

Award Implementation

FY 2020 Progress Reporting

Recipients of FY 2020 coronavirus-related supplemental awards for health centers are required to submit quarterly progress reports. These reports have different reporting periods and due dates. This information is specified for the ECT award (activity code: H8E) below:

Reporting Requirements Submission Components

Scope Adjustments and Changes in Scope

ECT funding must be used for in-scope services and sites that will enhance testing for COVID-19. Funding may support a wide-range of testing and testing-related in-scope activities that may change as COVID-19 needs evolve within your community. You must receive any necessary Scope Adjustment and Change in Scope approvals before implementing a new service, service delivery method, or site in support of your ECT project. You should also contact the project officer listed on your notice of award for guidance.
