FY 2023 NTTAP NOFO Frequently Asked Questions

These are common questions and corresponding answers related to the fiscal year (FY) 2023 National Training and Technical Assistance Partners (NTTAPs) Notice of Funding Opportunity (NOFO). New questions will be added as necessary, so please check this document periodically for updates.

Application Development

Can organizations that currently receive NTTAP funding apply as a different NTTAP type for this period of performance?

Yes, a currently funded NTTAP can apply as a different NTTAP type. In such instances, the organization would apply as a new applicant and will be subject to the maximum funding award for that type. Organizations may only apply for a single NTTAP type.

Can you clarify what should be submitted in Grants.gov vs. HRSA Electronic Handbooks (EHBs)?

The following application components must be submitted in Grants.gov:

  • Application for Federal Assistance (SF-424)
  • Project Abstract Summary
  • Project/Performance Site Locations (list only your administrative site address)
  • Project Narrative Attachment Form (attach your project narrative)
  • Budget Narrative Attachment Form (attach your budget narrative)
  • Budget Information – Non-Construction Programs (SF-424A)
  • Grants.gov Lobbying Form
  • Key Contacts
  • Attachment Form (submit form with or without attachments)

The following application components must be submitted in EHBs:

  • Project Narrative (you may update the version submitted in Grants.gov as needed)
  • Budget Information – Non-Construction Programs (SF-424A) (you may update the version submitted in Grants.gov as needed)
  • Budget Narrative (you may update the version submitted in Grants.gov as needed)
  • A copy of your current indirect cost rate agreement, if applicable
  • Program-Specific Forms
  • Attachments

Note:

  • The Assurances for Non-Construction Programs (SF-424B) form is not part of the application submission.
  • Documents submitted through Grants.gov can be edited and reattached in EHBs, if needed. In Grants.gov, including attachments to the Attachment Form is optional, however most attachments are required in the EHBs. Should applicants describe their Activities in the Project Narrative or is the Project Work Plan in the EHBs sufficient? 

Individual activities outlined in the Project Work Plan do not need to be reiterated in the Project Narrative section. Any additional information provided in the Project Narrative should bolster the Project Work Plan but not repeat it.

Can items uploaded to Grants.gov be changed in EHBs?

Yes. When you begin your application in EHBs, you will have the opportunity to validate and update your Grants.gov submission.

What are the expectations around the submission of the Project and Budget Narratives in Grants.gov and the corresponding documents in EHBs?  

Documents submitted through Grants.gov can be edited and reattached in EHBs, if needed. When you complete each of these forms in Grants.gov, you should include the portions of those narratives which you have ready at that time, or you may attach a blank page. For more information, refer to Section 2: Starting the FY 2023 NTTAP Application in EHBs in the FY 2023 Applicant EHBs User Guide on the NTTAPs Technical Assistance Webpage. Only the final versions submitted through EHBs will be available to the Objective Review Committee.

Is a letter of agreement required for each collaboration?

Yes. You should include a letter of agreement for each collaboration that you propose. If you cannot obtain a letter of agreement from an organization listed in your Project Narrative, you must include documentation of your efforts/requests to obtain the letters and any additional explanatory information.

How is the Staffing Plan attachment different from the Job Descriptions for Key Project Personnel and Biographical Sketches for Key Personnel attachments?

Your Staffing Plan is a presentation of all staff hired to support your NTTAP project. The Job Descriptions for Key Project Personnel and Biographical Sketches for Key Personnel attachments should include those who are directly involved in oversight of the NTTAP project and are fully or partially funded through the NTTAP cooperative agreement. Examples include, but are not limited to the Project Director, T/TA Director/Lead, and the Chief Executive Officer/President.

Budget

How does the tiered minimum Activity and Learning Collaborative structure work?

For each funding range there is a required minimum number of Activities and Learning Collaboratives that must be completed across all Objectives. Higher funding levels have more required activities. Funding levels and associated minimum number of Activities and Learning Collaboratives are presented as Table 1 in the FY 2023 NTTAP NOFO.

Does HRSA require an indirect cost rate agreement?

No, but if you include indirect costs in your budget, you must provide a copy of your most recent indirect cost rate agreement under Attachment 7: Other Relevant Documents. Under 45 CFR § 200.414(f), you may elect to charge a de minimis rate of 10 percent of modified total direct costs and clearly stated in the budget justification narrative, which may be used indefinitely. If chosen, this methodology must be used consistently for all federal awards. If you do not have an indirect cost rate agreement, costs that would be included in such a rate (e.g., accounting services) may be charted as direct line-item costs.

Does the federal executive salary limitation apply to NTTAP funding?

Yes. NTTAP funding may not be used to pay the salary of an individual at a rate in excess of Federal Executive Level II. For FY 2022, the level is $203,700, and it is updated periodically. In subsequent years of your period of performance, check Salaries & Wages (opm.gov) for more information and the current salary limitation. The link to “Rates of Pay for the Executive Schedule” has the most current rate.

How may NTTAPs use their budgets for travel?

Staff travel is permitted for meetings with other NTTAPs and T/TA providers, other collaborating organizations, and to health centers and relevant conferences if it supports accomplishing activities on the Project Work Plan.

Can I include activities supported in part, but not completely, by FY 2023 NTTAP funding in my application?

Activities that will be partially supported by NTTAP funding should be included in your Project Work Plan, though only the NTTAP funds used to support those activities should be reflected in your budget components. For further information, contact the Grants Management Specialist listed on the FY 2023 NTTAP NOFO.

Are NTTAP awards subject to telecommunications and video service equipment prohibitions?

Yes. Federal Register Notice (FRN) 85 FR 49506 prohibits you from procuring or contracting to procure certain telecommunications or video surveillance equipment or services produced by Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, and Dahua Technology Company, as well as their subsidiaries and affiliates. Additional information will be provided in the NTTAP Notice of Award. HHS is developing an implementation strategy and guidance. You should incorporate these new requirements into procurement policies and procedures.

Minimum Required Activities and Learning Collaboratives

Are Learning Collaboratives included within the minimum number of Activities?

Yes, Learning Collaboratives are considered Activities and are included in the minimum number of required Activities.

Can multiple NTTAPs supporting a Learning Collaborative include the activity in each NTTAP’s respective Project Work Plan (PWP)?

Yes, you may include joint Learning Collaboratives in each partner’s PWP. Designate the activity as “Learning Collaborative” in the Activity Audience Field if you are the NTTAP leading the Learning Collaborative. If you are a collaborator, designate the activity as “National Audience” in the Activity Audience Field and provide details about the Learning Collaborative collaboration in the Activity Description field in your PWP. While co-leading or participating in Learning Collaboratives will count as an Activity, it will not count toward the minimum number of required Learning Collaboratives as indicated in Table 1 of the FY 2023 NTTAP NOFO.

Is there a maximum number of NTTAPs that can partner on a Learning Collaborative?  

No, but only the NTTAP which leads the Learning Collaborative may count it for the purpose of meeting the required minimum number of Learning Collaboratives; other partners may count it as a National Audience Activity.

Can a Learning Collaborative include the minimum 10 health centers from a single state or region, or must it include health centers from across the country?

Training should be made available to the widest possible health center audience nationwide, but there is no requirement that participants in a specific Learning Collaboratives must include participants from geographically diverse areas nationwide.

Do Learning Collaborative sessions need to be recorded so that content can be shared through the Clearinghouse?

The T/TA resources produced by the NTTAPs and made available through the Health Center Resource Clearinghouse may include recorded webinars, though NTTAPs are not required to record each Learning Collaborative session. However, all other tools or resources developed to support Learning Collaboratives should be widely shared through the Health Center Resource Clearinghouse.

How do Activities get counted towards the minimum number of Activities for my funding tier?

Activities must be in progress in order to count towards the minimum number. In the Project Work Plan, the end date must be within the current or a future budget period (i.e., you have not completed the activity in a previous budget period) in order count towards the minimum number of required activities in the budget period.

Can I propose more than the required minimum number of Activities or Learning Collaboratives?

Yes. You may elect to conduct additional Activities to support achievement of each Objective. The EHBs system will allow for a maximum of 12 Activities per Objective.

Can I have more than one Learning Collaborative support one Objective?

Yes. You may conduct multiple Learning Collaboratives to support a single Objective. Learning Collaboratives are considered Activities and are included in the maximum of 12 Activities per Objective.

Project Work Plan

Should our Project Work Plan (PWP) include activities for the first year only or for the full 3-year period of performance?

The PWP should include only the activities which you have planned for the first 12 months. However, the Objective Target is what you plan to attain by the end of the 3-year period of performance.

Can applicants address different emerging issues during the 3-year period of performance?

Yes. Applicants may change the emerging issue which they address at the beginning of a budget period. The Objective-level target will remain the same throughout the 3-year period of performance. In the Project Narrative you must describe how you will evaluate the need to change the emerging issue topic.

How should an applicant document in the Project Work Plan (PWP) if they anticipate changing the Partner Organization over the course of the 3-year period of performance?

Applicants should only list the names of partner organizations in the PWP that will actively support an objective during the 3-year period of performance beginning July 1, 2023, and has a letter of agreement included as part of Attachment 5: Letters of Agreement. Any expected changes throughout the course of the 3-year period of performance should be discussed in the collaboration section of the project narrative. If unanticipated changes occur during the 3-year period of performance, awardees should contact their program contact on their notice of award.

How do applicants address the Health Center Excellence Framework (HCEF) domains?

The HCEF aims to spur innovation and performance improvement and help health centers assess their performance across seven key domain areas. There are four performance levels in each domain, and NTTAPs will collectively create opportunities for health centers to improve across all seven domains. In the Project Work Plan, you should highlight in the Activity Description Field how your Activities will improve health center performance in the HCEF domains. Information about the HCEF domains can be found in the Advancing Health Center Excellence Presentation Slides (PDF - 2 MB).

How should participants be counted for the T/TA Participant Target of the Learning Collaborative sessions?

Learning Collaboratives must have at least four sessions for a single learning event. If an attendee has participated in one or more sessions of the same Learning Collaborative, they should be counted as one participant towards the Objective total. This is because consecutive sessions are a continuation of a single learning event.

However, if the same attendee participated in multiple Learning Collaboratives, they should be counted as a participant for each collaborative, i.e., as two participants towards the Objective total. 

Multiple attendees from the same health center are counted individually for the participant target, however they are counted as one organization for meeting the minimum of 10 unique health center organizations.

How do I fill out the Learning Collaborative Participation Behavior Change field?

The Learning Collaborative Behavior Change field is marked as a required field, however it is only required if the activity is marked as a Learning Collaborative. For National Audience activities you do not need to fill out this field.

How can I indicate Activities that are conducted over multiple budget periods?

Activities that span multiple budget periods can be reflected by entering an end date that occurs in a future budget period before the end of the 3-year period of performance (June, 30, 2026). In your application, only include Activities if the start date occurs during the first budget period (July 1, 2023 – June 30, 2024). You will have the opportunity to update the Activity descriptions and add new Activities that start in budget periods two and three in your FY 2024 and FY 2025 noncompeting continuation (NCC) progress report.

Do all proposed Activities need to be initiated within 60 days of award?

No. All Activities do not have to begin within 60 days, but applicants must propose to initiate at least one Activity within 60 days of award.

How do I document collaborative work related to the Health Resource Clearinghouse and the National T/TA Needs Assessment?

The work that you do to support these collective efforts can be counted as Activities in your Project Work Plan. Activities that you contribute towards the Health Resource Clearinghouse should be included under Objective 1: Access to Comprehensive Care. Activities which support the National T/TA Needs Assessment can be included under Objective 2: Emerging Issues.

Metrics

If an organization has already provided T/TA on a specific objective or topic in the previous period of performance, should the baseline still be listed as 0? 

Yes, the baseline should be zero, even if the NTTAP has completed work to support the objective in a previous period of performance.

Has the metric for training utility been established by HRSA? 

A metric for the training utility field has not yet been established by HRSA; rather, as part of our cooperative agreement, we expect to work with you to create this evaluation metric as we implement the program. In the interim, you should create your Participant Rating of Training and Technical Assistance (T/TA) Usefulness Target based on the instructions listed in Appendix B of the FY 2023 NTTAP NOFO.

Are new Uniform Data System (UDS) data prepopulated for Objectives that use this data source?

UDS data will not be prepopulated. If UDS measures are referenced in the Objective, applicants must enter the most current UDS data available in their Project Work Plan.

How will health centers be counted for the Objective metrics which are outlined in Appendix C?

For all metrics which include the counting of health centers, multiple sites of the same health center should be counted as one organization.
