HRSA awards more than $50 million to improve access to primary care

Overview
The purpose of Health Center Program New Access Points (NAP) funding is to improve the health of the nation’s underserved communities and vulnerable populations by expanding access to affordable, accessible, quality, and cost effective primary health care services. NAP funding provides operational support for new service delivery sites for the provision of comprehensive primary health care services (i.e., new access points). Applicants must propose at least one full-time, permanent new access point site that has primary medical care as its main purpose.
Who Can Apply?
Organizations eligible to compete for NAP funds include public or nonprofit private entities, including tribal, faith-based, and community-based organizations. Applications may be submitted by new organizations or by existing Health Center Program award recipients to expand their network of service delivery sites to serve additional underserved populations. Section III of any given NAP NOFO will provide the full list of eligibility criteria.

- Unmet Need Score (UNS) Resources: HRSA will use a standardized assessment of primary care need based on public data sources on critical health determinants to automatically generate an unmet need score (UNS) for your NAP application. The UNS for each service area zip code proposed in the application (on Form 5B: Service Sites) is combined to establish the overall UNS for the application, which accounts for up to 20 points in the NEED section of the application score and is a factor in one of the funding priorities.

- If your proposed NAP full-time service site (as indicated by the site address zip code on Form 5B), is located in a hot spot zip code, HRSA may add 5 points to your application score. See List of Hot Spots (XLS - 216 KB).
- If one of your proposed NAP service sites operating at least 20 hours a week (as indicated by the site address zip code on Form 5B), is located in a Level 4 frontier and remote (FAR) area, HRSA may add 5 points to your application score. See the Am I Rural? Tool
for guidance.
- If your organization was designated as a Health Center Program look-alike prior to October 1, 2018, and meets all 5 criteria listed in the NAP NOFO, HRSA may add 10 points to your application score. See your folder in HRSA EHBs for your scope, compliance, and UDS information.

One-Time Funding
