  1. What is a Request for Information (RFI)?

    A Request for Information (RFI) is a mechanism used to solicit voluntary feedback intended for planning and information purposes. The RFI is not policy or a request for comments on any current or proposed policy.

  2. Why is HRSA announcing an RFI on Service Area Considerations?

    HRSA is releasing an RFI to solicit feedback and additional ideas from the public about factors/considerations related to assessing service area expansions.

  3. What kind of information is HRSA seeking through this RFI?

    The RFI requests feedback on a broad range of areas related to service area expansions, including:

    • Unmet need
    • Proximity
    • Reasonable boundaries for service area
    • Consultation with other local providers
    • Demonstrated capacity and performance in existing service area
    • Ensuring patient input/representation
  4. How will HRSA use the feedback received from the RFI?

    The feedback received through the RFI may inform HRSA decisions regarding Health Center Program expansion through the addition of new service delivery sites. Please note that information obtained as a result of this RFI may be used by the government for program planning on a non-attribution basis. Respondents should not include any information that might be considered proprietary or confidential.

  5. How will the Service Area Considerations RFI affect my recent Change in Scope (CIS) request?

    The issuance of this RFI does not change HRSA’s requirements or review process for CIS requests. Please continue to work with your Project Officer on any current CIS request questions.

  6. Will policy changes be implemented as a result of the RFI?

    Feedback received from the public will be used to inform service area-related policy considerations.

  7. What is the Service Area Needs Assessment Methodology (SANAM)?

    The SANAM is a process that generates a quantitative assessment of unmet need for primary and preventive health care. For information on how HRSA utilizes this methodology, please refer to the Unmet Need Score (UNS) Resources section.

  8. Will HRSA respond to individual comments received via the RFI?

    This RFI is solely for information and planning purposes. HRSA is not obligated to respond to or directly address individual feedback submitted in response to this RFI. However, HRSA intends to share key takeaways from the review of feedback at a later date.

  9. Who can submit feedback for the Service Area Considerations RFI?

    HRSA is interested in feedback from health centers and other Health Center Program stakeholders, including Primary Care Associations, National Cooperative Agreements, as well as others who have an interest in health centers and potential health center expansion.

  10. How can I submit feedback for the Service Area Considerations RFI?

    HRSA is no longer accepting feedback.
