Key details about Policy Information Notice (PIN) 2024-05

This PIN establishes scope of project policy for health centers that want to provide primary health care services to support transitions in care for justice-involved individuals reentering the community (JI-R).

This requires that you:

  • Deliver in-scope services under your health center’s exclusive control and authority—to support the transition of JI-R individuals from the carceral setting back into the community setting. 
  • Limit services to those listed in the PIN which support reentry.
  • Document that the carceral authority is responsible for providing medical care to the individuals they incarcerate or detain. This includes addressing acute illnesses and injuries. The overall responsibility for medical care, including addressing acute issues that could emerge from care your health center provides remains the carceral authority’s responsibility.
  • Do not provide in-scope health center services to JI-R individuals in the care and custody of the federal government, even if they are in the same carceral setting as those in the care and custody of a state or local government.
