Health Center Program Compliance Manual
HRSA’s Bureau of Primary Health Care (BPHC) is responsible for effective and efficient oversight of the Health Center Program. This includes ensuring that health centers are compliant with statutory and regulatory requirements for the Health Center Program. The Health Center Program Compliance Manual is the principal resource to assist health centers in understanding and demonstrating compliance with Health Center Program requirements. The SVP is based on the Compliance Manual and includes the same compliance elements as those in the Compliance Manual. View the Health Center Program Compliance Manual.
Note: Because the Compliance Manual has additional introductory chapters that are not in the SVP, the Compliance Manual chapter numbers differ from the SVP chapter numbers.
Compliance Resolution Opportunity
The Compliance Resolution Opportunity (CRO) is HRSA's process to support the timely resolution of areas of non-compliance cited during a site visit. The CRO provides health centers with an opportunity to address non-compliance findings before the health center's receipt of the final site visit report. Refer to Frequently Asked Questions (“Site visit process” category) for more information about the CRO.
If HRSA determines that a health center has not demonstrated compliance after the CRO process has ended, HRSA will document such non-compliance in the final site visit report and will issue corresponding conditions.
Progressive Action Conditions Library
Health centers that fail to demonstrate compliance as described in the Health Center Program Compliance Manual will receive a condition of award/designation. The Health Center Program uses a standard set of conditions outlined in the Progressive Action Conditions Library that describes how health centers can demonstrate compliance with health center program requirements.
