FY 2021 American Rescue Plan (U5F) Funding for State and Regional Primary Care Associations

Overview

The American Rescue Plan provides one-time funding (U5F) a 2-year period of performance to State and Regional Primary Care Associations (PCAs). Funding will be used to provide training and technical assistance to health centers in each PCA’s state or region to respond to and mitigate the spread of coronavirus disease (COVID-19) and enhance health care services and infrastructure.

HRSA awarded approximately $16.3 million to current PCAs. Each PCA’s award amount is equivalent to 25 percent of its FY 2020 PCA cooperative agreement (U58) award. The American Rescue Plan award notifications include a cooperative agreement award number beginning with U5F that is unique to this funding and separate from the U58 award.

See the U5F Award Submission Guidance for information about allowable uses of funding and instructions on how to complete and submit the following elements of your U5F Award Submission by June 28, 2021.

Progress Reporting

As stated on your notice of award, you must submit U5F quarterly reports and a final report in EHBs. HRSA will notify you about the due dates for each report and will share additional resources on what they will include.
