Below are common questions and corresponding answers for the fiscal year (FY) 2022 National Training and Technical Assistance Partners (NTTAPs) Non-Competing Continuation (NCC) Progress Report. Must all NTTAPs training and technical assistance (T/TA) activities be available at no cost to existing or potential health centers?
All NTTAPs must ensure access to T/TA activities without regard to health center award or designation status. The ability for NTTAPs to charge for T/TA varies:
- Activities supported solely by HRSA funding must be made available at no cost to all existing and potential health centers.
- Activities supported with a mix of HRSA and non-HRSA funds may charge participants to offset non-HRSA funded costs if the NTTAPs can demonstrate that the charge does is not a barrier to access.
Project Narrative Update Development
What is required in the Project Narrative Update?
The Project Narrative Update allows you to describe cross-cutting progress and challenges and may also include information that does not fit within the character limits of the FY 2021 Progress Update. The Project Narrative Update should expand on and not duplicate information you enter in the FY 2021 Progress Update and FY 2022 Project Work Plan (PWP) forms in the progress report.
Do I report progress on activities that were completed or deleted?
In the Project Narrative Update, you should include progress on activities that you completed or were approved and later removed from your PWP between January 1, 2021 through June 30, 2021. For activities that you continued to work on after June 30, 2021, actual progress should be reported in the Progress Update.
How is Attachment 3: Staffing Plan different from Attachment 4: Job Descriptions for Key Project Personnel and Attachment 5: Biographical Sketches for Key Personnel?
Attachment 3: Staffing Plan is a presentation and justification of any new staff hired to support your NTTAPs project. Attachment 4: Job Descriptions for Key Project Personnel and Attachment 5: Biographical Sketches for Key Personnel are focused on new key personnel only.
Do I need to attach my Attachment 3: Staffing Plan if it hasn’t been updated?
Yes, you must upload a current staffing plan even if it has not changed since you last submitted it with your FY 2021 progress report or FY 2020 application.
Who in the organization is considered key personnel?
Key management staff include individuals directly involved in oversight of the NTTAPs project, as determined by the organization (e.g., Project Director, Chief Executive Officer).
Does HRSA require an indirect cost rate agreement?
No, but if you claim indirect costs in your budget, you must upload a copy of your most recent indirect cost rate agreement under Attachment 7: Indirect Cost Rate Agreement. If you wish to apply for an indirect cost rate agreement, more information is available at Program Support Center’s Financial Management webpage.
FY 2021 Progress Update and FY 2022 Project Work Plan
Where should I put FY 2020 COVID-19 supplement activities in my year 3 work plan?
While supplemental funding for COVID-19 was one-time funding for FY 2020, you may need to carry over funds into FY 2022. If you are planning on carrying over one-time FY 2020 COVID-19 supplemental money into year 3, you may enter activities funded with this money under the COVID-19 Objective.
Note: to officially carry over funds you must talk with your PO about initiating a prior approval request.
Where should I describe my collaborative activities (e.g., NRC clearinghouse participation, COVID-19 coordination and response)?
Collaborative activities should be captured as National Audience activities in the Project Update form, and described in the Project Narrative Update. Contact your Project Officer to determine the most appropriate objective under which these activities should be listed.
How should participants be counted for learning collaborative sessions?
Learning collaboratives may have multiple sessions for a single learning event. If an attendee has participated in one or more sessions of the same learning collaborative, they should be counted as 1 participant towards the objective total. This is because consecutive sessions are a continuation of a single learning event.
However, if the same attendee participated in multiple learning collaboratives, they should be counted as a participant for each collaborative, i.e., as two participants towards the objective total, since the attendee received a second educational experience.
Should different people who attend different sessions in a single learning collaborative be counted?
Yes, all attendees should be counted towards the objective total. For example, if the CEO attends sessions 1 and 4, the COO attends sessions 2 and 3, and a staff person attends all sessions, then the NTTAPs would count 3 attendees towards the objective total.
If my NTTAPs received supplemental funding in FY 2021, how do I report progress on those activities and communicate additional, planned activities in FY 2022, if applicable?
If you received supplemental funding to support NTTAPs-related activities in FY 2020 or FY 2021, provide progress in your FY 2021 Progress Update. If supplemental activities will continue into FY 2022, describe planned activities in your FY 2022 PWP. Reminder: This does not include FY 2021 American Rescue Plan U3F COVID-19 supplemental funding.
What information is pre-populated in my FY 2021 Progress Update and FY 2022 PWP forms?
The FY 2021 Progress Update form is pre-populated with information from your most recently approved PWP. The FY 2022 PWP will be pre-populated with information submitted in your FY 2021 Progress Update to facilitate completing your FY 2022 PWP.
How many activities can be added for each objective?
There cannot be more than 10 activities per objective in your FY 2022 PWP. This means if you currently have 7 activities for an objective, you may only add 3 new activities for that objective, for a total of 10. You cannot add new activities to your FY 2021 Progress Update.
Where can I find required metric definitions?
Metrics specific to each NTTAP type are listed in Appendix C of the FY 2022 NTTAPs NCC Progress Report Instructions. The metric definitions explain how to calculate progress data for each objective target and includes numerator/number and denominator definitions.
How do I report cumulative progress on objectives?
In the Progress Update, provide the cumulative total achieved from the start of your period of performance, July 1, 2020 through December 31, 2021. For objective metrics that align with UDS data, use 2020 UDS data to indicate progress. For objectives using self defined data, report either the annualized or cumulative total based on your existing metric definition.
Are new Uniform Data System (UDS) data provided for objectives that use this data source?
Yes. If UDS data were used for the baseline numerator and denominator for objectives, the most recent UDS data are prepopulated for numerator and denominator for the same objectives.
How will percent progress toward objective target be calculated if I don’t have a denominator?
For objectives where only a number is reported, the following formula will be used: (Current Numerator/Number – Baseline Numerator/Number) ÷ (Objective Target – Baseline Number) x 100.
How do I provide progress for formal training and technical assistance targets?
The formal training and technical assistance fields for National Audience and Learning Collaborative Audience separately collect numeric progress and narrative progress. You must count all T/TA sessions that meet these criteria (scheduled, structured, specific objectives and outcomes) when reporting numeric target progress. In addition to providing the number of sessions conducted by December 31, 2021, you must provide a narrative describing progress toward achieving the target. T/TA activities that had a positive impact on objective target attainment but do not meet the definition of Formal T/TA Sessions can be described in the Project Narrative Update and/or Activity Progress section of the FY 2021 Progress Update.
Can I edit objective targets in the FY 2021 Progress Update and FY 2022 PWP?
Targets are not editable in the FY 2021 Progress Update or the FY 2022 PWP. Refer to Table 2 in Appendix A of the FY 2022 NTTAPs NCC Progress Report Instructions for guidance on which FY 2021 Progress Update fields are editable. Refer to Table 3 in Appendix B of the FY 2022 NTTAPs NCC Progress Report Instructions for guidance on which FY 2022 PWP fields are editable.
A few NTTAPs objective data sources have changed since the current period of performance began. Are these changes reflected in the FY 2022 NTTAPs NCC Progress Report instructions?
Yes. Data sources for some NTTAPs objectives have been revised to account for changes in data sources (e.g., previous UDS data source changed to self-reported data) and will be reflected in the FY 2021 Progress Update and the FY 2022 Project Work Plan.
What does it mean if I get a negative number for the Percent Progress Toward Objective Target field?
A negative Percent Progress Toward Objective Target value indicates that your current number/percentage is further away from your target than your baseline number/percentage.

What time periods should I use to report progress in the progress report?
Project Narrative Update
- Overall progress achieved: January 1, 2021 – December 31, 2021
- Progress on activities that you completed or discontinued: January 1, 2021 – June 30, 2021
- Anticipated changes: January 1, 2022 – June 30, 2022
FY 2021 Progress Update
- Numerical progress made towards objective targets: July 1, 2020 – December 31, 2021
- Narrative progress on activities: July 1, 2021 – December 31, 2021
- Narrative anticipated progress on activities: January 1, 2022 – June 30, 2022
FY 2022 Project Work Plan
- Plans for the FY 2022 budget period: July 1, 2022 – June 30, 2023
How do I report on FY 2021 American Rescue Plan (U3F) supplemental funded activities in my progress report submission?
Do not report progress on activities that are not funded under the U30 activity code in your FY 2022 progress report.
Can I work on my FY 2022 PWP before I complete my FY 2021 Progress Update?
You may work on the FY 2022 PWP concurrently or before you complete FY 2021 Progress Update; however, the system requires that you save your FY 2021 Progress Update before submitting the FY 2022 PWP to enable it to prepopulate correctly.
How will I be notified if my progress report was successfully submitted in EHBs?
EHBs will generate a confirmation page immediately after the FY 2022 NTTAPs NCC Progress Report has been submitted successfully. It is recommended that you take a screenshot of the confirmation page because the EHBs does not send a confirmation email.
What if I do not see a confirmation page after submitting my progress report?
If you do not see a confirmation page, the progress report may still be in your EHBs queue marked ‘in progress.’ If this occurs, review the progress report summary page to determine which sections must be completed before you can submit it. You may also contact Health Center Program Support for assistance by using the BPHC Contact form .
What time frame should the budget narrative and the Budget Information: Budget Details form cover?
Your budget narrative and the Budget Information: Budget Details form should cover year 3 (July 1, 2022 through June 20, 2023).
How was the Recommended Federal Budget calculated?
The Recommended Federal Budget corresponds to the recommended future support figure provided in box 33 on your most recent Notice of Award (NoA). This total excludes the FY 2020 COVID-19 supplemental funding issued as part of your U30 award in FY 2020 and the FY 2021 American Rescue Plan funding issued as a separate U3F award.
