FY 2023 Competitive School-Based Service Expansion

Health Center Program School-Based Service Expansion (SBSE) (HRSA-23-097) funding will expand access to primary health services, including mental health services, through Health Center Program award recipients’ service delivery sites located at or on the grounds of schools.

Summary

SBSE funding will expand access to primary health services, including mental health, through Health Center Program award recipients’ new and/or existing school-based service delivery sites. Applicants must use SBSE funding to increase the number of patients served by expanding one or more of the following services at one or more new or existing school-based service site(s):

  • General primary medical care,
  • Mental health,
  • Substance use disorder,
  • Oral health, 
  • Vision, and/or 
  • Enabling (e.g., case management, health education, transportation).

To address the youth mental health crisis, applicants must provide mental health services at each school-based service site included in their application. If they do not already provide mental health services at each proposed school-based service site, applicants must propose to add mental health services directly or by contract in their SBSE application. 

Who Can Apply

Eligible applicants must:

  • Be a Health Center Program operational (H80) grant award recipient under sections 330(e), (g), (h), and/or (i) of the Public Health Service Act.
  • Propose to operate a new school-based service site in their service area or currently operate a school-based service site.
  • Propose new and/or expanded services at one or more school-based service sites. If mental health services are not currently provided at each proposed school-based service site, applicants must add mental health services at each school-based service site included in the application.

How to Apply

The SBSE application requires a two-phase submission process:

Phase 1

Complete and submit to Grants.gov by 11:59 p.m. ET on March 31, 2023.

Phase 2

Complete and submit to the HRSA Electronic Handbooks (EHBs) by 5 p.m. ET on May 1, 2023.
