FY 2023 ECV Funding for Health Centers

The fiscal year (FY) 2023 Expanding COVID-19 Vaccination (ECV) awards to health centers increase access to, confidence in, and demand for updated COVID-19 vaccines within their service areas.

Summary

In December 2022, HRSA awarded approximately $350 million in one-time ECV funding (H8G) to Health Center Program award recipients and look-alikes that received American Rescue Plan (L2C) awards for a six-month period of performance. 

Health centers will use H8G funds, with an emphasis on activities within three months of award, on:

  • Outreach and education
  • Community engagement
  • Coordinated partner events 

to increase updated COVID-19 vaccinations among underserved populations. 

HRSA calculated each H8G award using this formula:

  • Base value of $47,650, plus 
  • $9 per patient reported in the 2021 Uniform Data System

In May 2023, HRSA made funds available to active award recipients consistent with their initial, approved ECV post-award application submission. Health centers will have through December 31, 2023, to use these funds. Award recipients may not add new ECV activities without submitting a prior-approval request to HRSA.

Award recipients, who received an ECV award supplement in May 2023 that represents more than 25% of their initial ECV award, must submit a revised total budget within the Electronic Handbooks (EHBs). Please refer to the Notice of Award issuing the additional ECV funding for all of the terms and conditions of this funding, including reporting requirements.

Throughout the ECV period of performance, you must respond to the HRSA Health Center COVID-19 survey

Failure to respond regularly to the Health Center COVID-19 survey may result in HRSA placing additional terms, conditions, and/or reporting requirements on your award.

New requirement: As the ECV period of performance is extended through December 31, 2023, you must submit a Status Update Report in EHBs to document the use of ECV funds as of May 31, 2023, and additional information such as issues and barriers experienced while implementing the activities.

Within 90 days of the end of the period of performance, you must submit a final report. Reports will document completed activities and use of ECV funds and may request additional information such as issues and barriers experienced while implementing projects, successes/promising practices, and lessons learned. Details about the final reporting will be posted to this webpage when available.
