Overview

The Health Resources and Services Administration’s (HRSA) Bureau of Primary Health Care (BPHC) is responsible for effective and efficient oversight of the Health Center Program. The Compliance Manual is the principal resource to assist health centers in understanding and demonstrating compliance with Health Center Program requirements.

Bipartisan Budget Act of 2018 Revisions

The Bipartisan Budget Act of 2018 amended Section 330 of the Public Health Service Act (42 U.S.C. 254b), which is the authorizing statute of the Health Center Program. The Health Resources and Services Administration (HRSA)/Bureau of Primary Health Care (BPHC) has revised the Health Center Program Compliance Manual (Compliance Manual), which was originally issued in August 2017, to reflect the amended statute.

Progressive Action Conditions Library

When HRSA determines that a health center is not demonstrating compliance with one or more of the Health Center Program requirements, a condition(s) is placed on its Notice of Award/Look-alike Designation. The Health Center Program uses a library of standard conditions that follow its Progressive Action policy and process, which fully aligns with the Health Center Program Compliance Manual. Site Visit Protocol

The Health Center Program Site Visit Protocol (SVP) is the tool for assessing compliance with Health Center Program requirements during Operational Site Visits (OSVs). The SVP is designed to provide HRSA the information necessary to perform its oversight responsibilities using a standard and transparent methodology that aligns with the Compliance Manual. Summary of Comments and HRSA Responses on the Draft Health Center Program Compliance Manual

HRSA announced the availability of the draft Health Center Program Compliance Manual for public comment in August 2016. Written comments were accepted through November 22, 2016. Individuals and groups submitted more than 700 comments. After thorough review and consideration of all comments, HRSA made a substantial number of revisions to the Compliance Manual to incorporate suggestions and requests for further clarification.
