For all FTCA-deemed health centers that have Operational Site Visits (OSVs) with start dates after October 27, 2023, the Federal Tort Claims Act (FTCA) assessment is discontinued. Health centers no longer provide documentation for this FTCA assessment section as part of their OSVs. Until the questions in this section are removed from HRSA’s Electronic Handbooks (EHBs) reporting system, all responses within this section are marked “Yes” in the OSV reports. However, the “Yes” responses are not reflective of any FTCA assessment.
Note: Unresolved Health Center Program conditions related to Clinical Staffing or Quality Improvement/Assurance requirements that apply to both Health Center Program and FTCA deeming may impact FTCA deeming if they are not resolved by the time that HRSA makes annual FTCA deeming decisions.
