Overview

Primary Care Associations provide training and technical assistance to health centers. Through the (FY) 2020 State and Regional Primary Care Association (PCA) Cooperative Agreements funding opportunity, HRSA will award approximately $57.5 million to fund 52 PCAs. With these awards, PCAs will support health centers to provide comprehensive, high quality primary health care and improve the health of individuals and communities, through the following goals:

  • Increase access to comprehensive primary care;
  • Accelerate value-based care delivery;
  • Foster a workforce to address current and emerging needs;
  • Enhance emergency preparedness and response; and
  • Advance clinical quality and performance.

This funding opportunity is authorized by Public Health Service Act, Section 330, as amended (42 U.S.C. 254b).

Who Can Apply

Organizations eligible to compete for PCA funds include domestic public, non-profit, and for-profit entities, including tribal and faith-based organizations that can provide T/TA to organizations that have or are seeking Health Center Program funding or look-alike designation.

How to Apply

PCA applications require a two-phase submission process. 

Phase 1 - Grants.gov: Required information must be submitted and validated via Grants.gov by 11:59 pm ET on November 8, 2019.

Phase 2 - HRSA EHBs: Supplemental information must be submitted via HRSA EHBs by 5:00 pm ET on December 10, 2019.

Access to the HRSA EHBs application module will start October 18, 2019. You may submit in Grants.gov prior to this date, but will not be able to begin Phase 2 of your application in EHBs until October 18. NOTE: The technical assistance resources below will assist with project development prior to having access to HRSA EHBs (Phase 2).

Only applicants who successfully submit the Grants.gov workspace application package associated with this NOFO in Grants.gov (Phase 1) by the due date may submit the additional required forms and attachments in HRSA EHBs (Phase 2).
